The shoreline project has no planner assigned, Regional Planning Manager Heather Kauer told the Thetis Island Local Trust Committee, citing staff shortages; an island-planner advertisement was going out, and the successful planner would likely be assigned to the project.[1]

Kauer said the project charter had been endorsed but its assumed budget had not been approved, and the process to request project funding had not occurred.[1] She said a Community to Community grant had been approved and Trustee Doug Fenton was working with the grant administrator to advance it.[1]

Trustees discussed using the early project phase to define the work with First Nations and the community.[1] Chair Laura Patrick said the intended deliverable was a plain-language discussion guide covering possible approaches, including land-use bylaws, an official community plan, education, communication and stewardship.[1]

Trustee Peter Luckham said the committee was in a learning phase and described the shoreline report as material to distil for public use.[1] Kauer said planners could summarize regulatory tools in the report, but staff would need guidance if the requested public material went beyond those tools.[1]

Kauer said a project expected to cost more than $5,000 requires a business case, and described the budget process as adding a year at the beginning of a project.[1] The committee also supported developing a project charter in consultation with First Nations, the community and stakeholders, according to the adopted minutes.[1]
